Signing of a Cooperation Memorandum between the Deputy of Handicrafts and the Technical and Vocational Training Organization of Iran

In line with the realization of this year’s slogan, “Investment for Production,” and with the aim of strengthening skill development and empowering the workforce in the field of handicrafts and traditional arts, a memorandum of understanding (MoU) was signed on April 22, 2025, between the Deputy of Handicrafts and Traditional Arts of the Ministry of Cultural Heritage, Tourism and Handicrafts, represented by Maryam Jalali Dehkordi, and the Technical and Vocational Training Organization, represented by Gholamhossein Mohammadi, Deputy Minister of Cooperatives, Labour, and Social Welfare.

According to the Miras Aria reporter, the MoU is intended to expand production-oriented and practical training programs in handicrafts, revive fading crafts, empower professionals in the field, train specialized instructors, create employment opportunities, and encourage reverse migration to national and global craft-designated villages. It also aims to promote entrepreneurship, organize product exhibitions, develop competency standards, assess professional qualifications, and establish a handicraft skills hub in Isfahan, a UNESCO Creative City.

The commitments of the Handicrafts Deputy include conducting training needs assessments, introducing experts to develop standards, supporting the market presence of trainees’ products in fairs and exhibitions, and participating in national and international skills competitions. Meanwhile, the Technical and Vocational Training Organization is committed to delivering training courses based on national and international standards, assessing skills and professional qualifications, involving handicraft experts in the development of standards and exams, and licensing private training centers for artists.

Joint commitments include developing standards and educational resources, designing refresher courses for instructors, organizing training workshops, conducting practical exams, and creating a shared database. Additionally, trainee insurance and coordination with associations and NGOs are among the other provisions of the agreement.

This MoU is valid for three years and can be extended upon mutual agreement. Signing the MoU does not create any specific financial obligations, and costs will be determined through separate contracts.

This collaborative effort is considered an effective step toward preserving cultural heritage, promoting the development of handicrafts, and creating sustainable employment opportunities across the country. It is expected to yield valuable outcomes for the stakeholders involved.
